House Arrest - Electronic Monitoring
Participants are either directly sentenced to this Restrictive Intermediate Punishment sanction or administratively transferred from the jail after serving a portion of their minimum sentence. Curfew compliance is monitored through the use of electronic monitoring equipment to include GPS (Global Positioning Satellites). Remote alcohol breath testing is also used in conjunction with House Arrest for appropriate offenders.
Accelerated Rehabilitative Disposition
A pre-trial diversionary program for those participants approved by the District Attorney. Defendants complete a period of probationary supervision in exchange for dismissal of the charges and their record being expunged.
Community Service Program (Adult/Juvenile)
Sanction ordered by the Court as a stand alone sentence or as a condition of probation, parole, consent decree, ARD, Intermediate Punishment or in lieu of fines and costs. Community Service is also used in conjunction with the prison Earned Time Program to reduce an inmates minimum sentence.
Shoplifter Alternative/Youth Educational Services

Earned Time Program
Inmates in the County jail are afforded the opportunity to reduce their minimum sentence via program participation in AA/NA meetings, religious services, community service, educational/vocational training, drug and alcohol counseling, mental health counseling, etc.
Bad Check Offenders Program
This cognitive life skills program developed by Mitchell Voron of Positive Solutions Inc., is offered on a quarterly basis for adult offenders charged with writing bad checks.
Court Reporting Network (CRN) Evaluations
Mandatory screening performed by certified CRN evaluators, prior to a defendant’s sentencing or placement on Accelerated Rehabilitative Disposition for Driving under the Influence.
Alcohol Highway Safety School
Mandatory educational program consisting of 12.5 hours of instruction on such topics as DUI and the Law, Effects of Alcohol on the Driving Skills etc. This program is offered monthly to DUI offenders and can accommodate 25 participants/session. DUI School is also offered on the weekends on a quarterly basis.
SCRAM (Secure Continuous Remote Alcohol Monitoring System)
The system utilizes a bracelet, modem and SCAMNET, to determine a person's blood alcohol content, BAC, or in the case of SCRAM, a person's Transdermal Alcohol Content, TAC, by the sweat excreted through the wearer's skin.
Collections
Defendants with fines, costs, and/or restitution must enter into a payment plan with the Collections Coordinators.
House Arrest/Electronic Monitoring (Juvenile)
Community based sanction designed as an alternative to residential placement for delinquent youth in need of intensive supervision.
Intensive Probation (Juvenile)
Community supervision for delinquent youth requiring frequent contact with a probation officer based on risk/needs instruments.
Juvenile Aftercare Officer
This is a professional level position that will coordinate programming and aftercare services for juveniles placed in a residential facility by the Court.
Juvenile Restitution Program
Youth earn money to repay restitution due their victim(s) by working at an assigned business.
Juvenile Probation
Community based supervision ordered by the Court for youth that are adjudicated delinquent or placed under a Consent Decree.
Juvenile Intake
Juveniles alleged to have committed delinquent acts are interviewed and processed by the intake officer for an informal or formal disposition with the assistance of screening and assessment instruments including the Massachusetts Youth Screening (MAYSI-2 is designed to assist identify youths 12-17 years old who may have special mental health needs) and the Youth Level of Service Inventory (YLS).
Department Canine (View Picture)
Canine and handler are used to search the residence and property of those under Court Supervision suspected of possessing illegal drugs. The unit may also be engaged to assist area law enforcement and local school districts during any search for controlled substances.
Victim-Community Awareness Class
A program designed to heighten a juvenile offenders awareness of the harm caused by their actions. The program is facilitated by trained juvenile probation officers.
Urinalysis
Adult or juvenile offenders, Domestic Relation’s cases and CYS Dependency cases may be ordered by the Court to undergo random/routine drug testing by Court Supervision Services.
Think Right
A cognitive behavioral therapy program developed by George D. Nelson of Insight Learning and marketed by Mitchell Voron of Positive Solutions and made available to Venango County juvenile offenders in an effort to modify their behavior. This program is facilitated by trained juvenile probation officers and other contracted staff both in the community and at Pathways Adolescent Center in Oil City.
Pre-Trail Supervision
The Pre-Trial Officer is responsible for supervising select adult officers placed on bail/bond while awaiting disposition of their case. Inmates are also screened with the assistance of the Level of Service Inventory (LSI-R) risk/need assessment for potential release to the community. Supervision may include SCRAM, electronic monitoring, urinalysis or other court imposed conditions of release.
Victim Impact Panel
The DUI Victim Impact Panel Program is an awareness program for offenders convicted of misdemeanor driving under the influence of alcohol or other drugs. The panels consist of a non-confrontational presentation consisting of crime victims telling their own personal stories of how impaired drivers forever changed their lives. The VIP is offered quarterly at the Venango Campus of Clarion University of PA in conjunction with Mothers Against Drunk Driving and the PA Board of Probation and Parole.
Probation officers also participate in “Weed and Seed” patrol activity and DUI Checkpoints.
